Remember the Christmas Event? Where you can get a Christmas cart? Well, I was able to get that cart. From what I know, it can only be used in Santa’s Planetoid and on Luna.  But, look at this: 

That’s me with Mayor Darren in Junon… and yes, that’s the Santa cart from the Christmas event. I’m not sure if it’s a bug or maybe they changed it and made it usable in other planets too, but hey, my sleigh can move without snow :P
